The Man Standing Next began when Korea was fully controlled by President Park (Lee Sung-min) in the 1970's. President Park was the brain and full control holder of the Korean intelligence Agency (KCIA). It made the head of the Korean intelligence Agency (KCIA) Kim Gyu-Pyeong (Lee Byung-hun) in the second highest Korean leadership position.
Increased political tension led to Kim Gyu-Pyeong killing President Park. However, 40 days before the murder occurred, in the midst of critical situations that occurred at the leader's level, Park Yong-Gak (Kwak Do-won) bore significant testimony to the trials in the United States.
Park Yong-Gak is the former head of the KCIA who completely knows all of Korea's state secrets and military operations. At one time, he was exiled to the United States, where the ' Koreagate ' investigation was underway.
In the trial, Park Yong-Gak testified against South Korea's matters. The testimony made Kim Gyu-Pyeong and Kwang Sang-cheon (Lee Hee-joon) develop a plan to prevent it from happening.
The Man Standing Next was adapted from a non-fiction novel titled Chief of Namsan (Namsanui Bujangdeul) by Kim Choong-sik. The inscription aired in the newspaper Dong-A Korea in 1990-1992, telling the true story of KCIA chief Kim Hyong-UK and his departure.
Political stories are not new to Lee Byung-hun. He starred in a number of political-themed dramas and films such as Ashfall, Joint Security Area, Inside Men, and Mr. Sunshine. Similarly, Kwak Do-won also often starred in popular Korean films such as Mother, The Yellow Sea, Tazza: Hidden Card, The Wailing, and Asura: The City of Madness.
